I'd call it a draw. Both bands were great, and along with several others, influenced much of what was to come during the 70's in terms of hard rock/proto metal.
In the case of Blue Cheer, their first couple albums were quite heavy...but by 1969/70 they had moved into a much different direction (mellowed down a little). This was mainly due to personnel changes...the departure of Randy Holden & Leigh Stephens...and addition of Gary Yoder. See "KAK", as they had a similar sound to the latter Blue Cheer, and also featured Gary Yoder.
I suppose that I enjoyed both the heavy and mellow phases of Blue Cheer about equally though.
As for Iron Butterfly...their first album was nothing special IMO...but by the time of their 2nd LP "In-A-Gadda-Da-Vida" (1968) they'd pretty much won over many fans, including myself. Though oddly enough my favorite album is "Metamorphosis" (1970). The addition of two new guitarists ( Larry Reinhardt and Mike Pinera) really seemed to help broaden their sound. "Metamorphosis" was in many ways, a precursor of what was to come with "Captain Beyond", as this early 70's hard rockin' supergroup also featured two former Iron Butterfly members; Larry Reinhardt (guitars) and Lee Dorman (bass).

Of the bands in your list, this is the first time I've seen "Neon Rose" mentioned within R&P...great Swedish band...reminiscent of mid 70's UFO in a way I suppose.
Walter Rossi is one of my favorite Canadian guitarists. And as Bealte points out, his band "Charlee" was outstanding!
